You're not alone in receiving no call back from yahoo. It's as though they have no intention of helping. They and Google are both big internet companies who don't pay attention to individuals.

Well, you should include Google in your complaints as well as they are
also real big on this visual verification garbage! AFAIK, neither
company has really addressed this issue at all.  From what I've heard
Google has done nothing about it and Yahoo's "alternative method" of
requesting a call back is a big damn joke.  I for one, has never
received a return call from them on anything I've asked over there at
Yahoo so their commitment to accessibility is about as bad as Google's.

Oh, and the last time I heard, the FEMA website has visual verification
on it; that surely violates Section 508, being a government agency:).  I
don't think Google and/or Yahoo are affected by Section 508 at all,
unfortunately.
