Hello Mike and all,
Here's the pertinent rule from my archives.
++ 4. Normally, you may only challenge a player that is one or two rungs  
above you at the time of the challenge.  If those two players are in-play,  
however,
you may challenge the first available player within the first four  rungs 
above you.
