Perhaps, scanners and proofers who regularly work together, can contact Carrie, and their holds can be kept in place.

Yes, one is able to renew books, but if one has only five books, and a given submitter is working on a series, those books can't be submitted until the proofer's queue is reduced or eliminated. The holds act as a store room for active proofers who need to work with specific submitters.
