Great points!  And the more you validate, the more you understand 
individual book submitters.
The basic requirements 
are elementary -- checking that the book is not already in the collection, 
varifying that the book is an original scan rather than an etext from 
somewhere else,
that author and title are included, the copyright, that the book appears 
to be the complete book, and that it is readible.
The last often can be done by a spot check.
And a recently added requirement that there are page breaks.

Hence, validating is far easier than may be suggested by certain comments.
Of course, the validator is free to embellish upon the formal 
requirements; and on many occasions, many of us do.
