[bksvol-discuss] taming step 1 into a smaller list

I posted about this book mostly because it met two criteria. First, it was rated poor. Also, it has been on step 1 for a long time and has taken up the valuable validating time of several people, not just one. I suggest that we can tame step 1 by dealing with books which have been rated poor and have malingered on step 1 for far too long.
I understand that special circumstances may exist in many cases from my personal experience validating difficult books. I am just pointing up ways of reducing the number of books on step 1 by dealing with apparent "problem" examples.
