For old volunteers it seems to be difficult to reject books. Just
check out the rejected books list and notice how small it is compared
with the number of poorly scanned books which linger on step 1 while
volunteer after volunteer wastes fruitless time attempting to correct
truly messed up work.
There are lots of volunteers who submit wonderful scans. There are a
few submitters who consistently submit poor scan after poor scan and
very few validators (either new ones or experienced ones) call them on it.
