I think, Jake, that yo've put your finger on one
problem. Some validators do a good job of checking the
book itself but assume, erroneously, that the form was
filled out correctly and they don't pay attention to
it. That's where I've seen problems occur.

But we validators don't know, unless we check page one
every day, whether or not the book we validated has
been kicked back or is sitting in the admin queue
awaiting approval. No one notifies us. If someone did,
it would be easy to fix the form, and resubmit the
validated book while we still have it.
