People who use screen readers can press H and jump by heading. I found it to
be quite useful.

Hi Scott,

I would like to add my voice to the thoughts that the layout of the manual 
is quite unpleasant to use for screen reader users.

the mechanism of reading through a section and then having to return to the 
TOC to find the links to the next desired section is very cumbersome.

I too fear that this may result in new volunteers becoming confused because 
of having to spend so much time navigating the manual rather than reading.

I too feel it would be much more effective to have the entire manual on one 
site page so that any section can be reached either via a search of by 
navigating via heading and the like.

I can say that if my wife were reading the manual she too would become 
frustrated and she is sighted.  She finds it rather bothersome to have to 
click through multiple links just to find a specific page in a manual.  She 
has spoken this very frustration to me many times.
