The resolution was written and passed right after Guide Horse Foundation was
founded and they had graduated their first team. The fact was that "since
there wasn't written proof of training" that they believed there was no way
that a horse could do all the tasks of a dog. That is one of the reasons that
Ann Edie and Alex Kurland designed and wrote the Panda Project, to prove
scientifically by using proven training methods, tested by a blind handler that
a horse could guide.
Thank goodness resolutions aren't binding right?

It is interesting that the NFB passed a resolution in opposition to guide
horses. Actually, the resolution refers to inappropriate guide animals, but it
is clear that they had horses in mind. I realize that dogs have some advantages
over horses, but the horses have some advantages over dogs too, so I haven't
figured out what is supposed to be so inappropriate about them.

If you want to get a look at panda and also read about her training, her
trainer created the following website with Panda reports.
I know for me at this moment in my life a guide horse would not be
practical, even though the longevity is a great thing. My job requires a
compact little guide, and a lot of traveling in a small car, irregular
schedules and strange environments in different houses.
I will probably be staying with my dog.
