I'm not sure if you're refering to Braille or text,
but ...
If in text the ellipsis is intended to indicate that
something is omitted from a quoted section, or that a
character's speech or thought is unfinished, and the
sentence preceding the ellipsis is a complete
sentence, then the sentence ends with a period and the
ellipsis follows -- so you have a total of four dots.
There should be a space between the period and the 3
dots.
