Hi Lisa,
This is a very common problem with scans. Tables of contents usually require
different settings from the rest of the text, and so often they are kind of
a mess. Therefore they're not the best indicator of a book's completeness.
It is often possible to reconstruct the table of contents if you want to do
so, but it is somewhat tedious.
