What if the book contains almost no page numbers and the pages Word reports
don’t match?

Hi,
I'd put the page numbers on the same line as the section headings to which
they apply. the only way to know whether they match is to check the page
numbers in the text itself. It is a bit of work, but the only way to make sure
that the table of contents is correctly formatted and contains accurate
information.
