Yes, in the step 2 process, the Bookshare tools rate the quality of the book 
and gives it a suggested rating. The validator can override that rating. I 
validated a book last week with a rank of 99.97 I think it was. You know that 
was a top quality book and I barely had to do anything to it.
   
  I think what people are asking for, is, if this can be done at the step 2 
process, why can't it be done at the step 1 process, instead of the submitter 
choosing a rating.
