Gwen, I believe that Carrie was taking the holds off after a certain period of time, unless certain people specifically asked her not to. If you are interested in certain titles, that have holds on them, why not ask the person if you can have one. They may be willing to give one up. You can also post on here titles of books you are interested in proofing, and a scanner may be able to get it and scan it for you to proof.
