I just submitted Psion By Joan D. Vinge. Humans have populated most of the galaxy and have met other life forms. The Hydrans are a life form that have Psion abilities and are unable to commit murder. Cat, who is half human and half Hydran with psionic powers is recruited to stop a telepathic criminal.
