[bksvol-discuss] Single Quotations Throughout

Hi, Everyone,
I am editing a book which was submitted as an .ark file. Throughout the file,
single quotes are used rather than regular double quote marks (' rather than
"). Should I replace the single quotation marks with double quotes or leave
them. Since this occurs throughout the book, I am hesitant to make the change,
but maybe it should be done?
