I usually try to put that in the comments when I submit. I just figure if
someone has questions it is there. I thought about putting it at the end of
the actual but I haven't since someone might miss it and not delete it.

Would it make sense for submitters to put their eMail address in the
comments section so a validator can contact them if there is a problem? It
seems to me that some problems come from transfering files between different
computers and software versions. Sometimes the problems and solutions are
announced and solved here on the list. But, validators could contact
submitters directly and sort out the difficulties if the submitter's eMail
is indicated.
