Okay, that's kind of what I thought I'd heard, but really wasn't for sure.

If you're working on a scan, or a proofreading job, for that matter,
that has several blank lines at either the top or bottom of pages,
should you eliminate the blank lines, provided it doesn't mess up the
page numbering?
