LOL! Ok, I take your point. How about we fix Jaws so it won't read
the apostrophes or mispronounce words because there's an apostrophe
next to it? That's really the root of the problem for me and is why
I change quotes. I even tried changing to the British voices to see
if they would handle single quotes better. No joy there. I figure
my only options at this point are to chain myself to the FS office
doors in protest, or I can fix quotes. I elected to change quotes
because I'm saving my chaining act for something really important,
like getting an update for Openbook. (grin)

Bleh! I don't suppose there's any way to reform the Brits and
teach them to use quotes, is there? In the books I scan, they are
changed by a batch processer I use because hearing Jaws say
apostrophe all the time annoys me. That really doesn't answer
your question though. I don't know what the official position is
on quotation marks. I would think that your text should look fine
for the Braille folks since all they'll see is an apostrophe like Jaws does.
