Me, too.  Putting in words where none were intended doesn't seem right, but the 
three asterisks in 16-point bold would make the point that it's a new chapter 
and be DAISY searchable.

  So really we do need a way to handle the odd book with no or few
  chapter headings. Jackie's solution worked for her, but not everyone
  might have someone with sight with the print book to let them know
  when a new chapter starts.

  I think if I were to scan one now I might put [next chapter] or [new
  chapter]. But I don't know if that's really appropriate?
