There may be something missing, but you can probably just add blank pages since the necessary pages are there. The blank pages are usually the even numbered pages. So, many books look something like this
i Page with just title on it ii blank page iii Title page with title, author and publisher iv Copyright page v Dedication vi blank page vii table of contents viii blank pagePages at the beginning that have pictures or maps or something like that may also have been deleted.
Or you could try to contact the person who scanned the book and ask what comes before the preface.
