Yes, anyone can help validate and scan for book share. You just need to go to 
that area on the site and tell them that you want to become a volunteer. Then 
you are on your way. You don't have to be a member to book share to do this 
part. 

I see that you are on the volunteer mail list so if  you have tried to 
volunteer through the site and had problems the person who can help with that 
is Marissa.
