If it has pages missing, I would reject it. There's no excuse for that.

I downloaded this .rtf book for validation, rated good. However, there
is a problem with pagination that I am not sure how to handle.
The page numbers provided are erratic, many missing
altogether, duplicates and some out of order. There is no way to create
consecutive and complete page numbering. In addition, page breaks are
also erratic, with most missing including those where there are page
numbers. The core text just moves from page to page.
Since Bookshare publication uses page numbers, and the provided page
numbers are not helpful, I am thinking I should strip whatever page
numbers actually exist. And the core text should just continue from
page to page with no logical manual page breaks, similar to a .txt file.
Is this the logical/correct way to handle this book? Any ideas would be
welcome.
