Good idea. Even if it doesn't specify the problem, it
can tell people to check the download list because
their validation has a problem on the form that needs
to be fixed. If a checklist, like the one on the
reject form for the upload, could be part of the
notification, that would be very useful, i.e., check
copyright, author name, etc. Also, ask on the list how
to fix the problem.
