This was covered about a week ago when I asked the same question.
I think people put this information in the title field, and will do it if a certain person has agreed to validate the book, or a similar situation. It's not a hard and fast rule, and you can certainly take one of those books to validate if it's been on the "step 1" page for a long period of time (a week or two) with no one claiming it. We'd rather see these books moved along.


I've been busy validating (or rejecting, on occasion) books which have been languishing on the step 1 page for a great deal of time, six months or more....
