Indeed, Marilyn does not need to justify herself and she can wait as long  as 
she needs to wait before validating a book. At the same time, though, there  
should be some kind of a time limit even if it is measured in years; and 
perhaps  an option to renew the hold much as there is the option for renewing 
books 
that  are out for validation. Think about it; a validator could die and we
