I have read that thirteen digit ISBNs were started because they were running out of ten digit ISBNs and it would allow a lot more room for new books. I don't quite understand that, though, because every book that had a ten digit ISBN has been assigned a thirteen digit ISBN too, and new books are being asigned both ten and thirteen digit ISBNs. The only difference between them is that the first three digits of the thirteen digit ISBN is 768 and the last digit is changed from the one the ten digit ISBN has. How this is supposed to provide more ISBNs for new books I don't know.
