Hi, while reading Braille, I found that ellipses served a different function
depending on why you used it. If you are quoting someone else's work, say
for the sake of argument or to use it to illustrate where you have a
disagreement with a writer, you would use an ellipsis to indicate the words
you are leaving out, hence, what you use either is used to indicate where
the writer's words apparently support your position. Also, sometimes you
might add your own emphasis to pinpoint something. The other use of ellipses
is when you are writing dialog and you wish to indicate a thoughtful pause
during the conversation to indicate that your character is searching for the
right word, is trying to be tactful in order to deliver unpleasant truths,
is a shy and hesitant person. At the end of the sentence before the closing
quote, it indicates that the next person who speaks has waited awhile before
answering as opposed to a dash before the closing quote (indicating
immediate interruption of the present speaker.) I also think you must use
ellipses when quoting a longish passage from another writer so you won't be
accused of plagiarizing his/her work. You are only allowed to use quotations
judiciously and only those passages you received permission to quote.
