You don't have to upload the file if you are rejecting it as a duplicate.
If for some strange reason you need a file to complete the process, which I
am sure you won't, give it a fake one.

The book The Innocent, on the Step 1 page, is a duplicate. I submitted that
book myself, and so know for a fact that it was approved and, upon
searching, found that it is in the collection. I don't have Openbook, and
since it is an Obenbook file, I can't open it, convert to RTF,and then
reject it. Would someone else be able to do this?
