If the submitter does choose a rating. Sometimes, if the submitter doesn't 
choose a rating, it is marked fair by default, or at least it used to be. If 
the submitter does give it a rating, then yes, that's the rating it remains 
unless the validator changes it. Take care.

  I thought the default rating for a submitted book was whatever the submitter 
said it was,. Am I mistaken about this?
