You are absolutely right in that Word isn't smart enough to recognize the
difference.  However, it does make it quite easier to edit in something like
K1K with those types of changes.  There is a lot less fixing that needs to
be done.

Pratik,
The only problem with that approach is that Word doesn't differentiate
between types of section breaks, and some of them are not for page breaks.
But it may be easier to fix that later than to deal with a breakless-seeming
book.
