I am wondering if the problem Jim is experiencing is
not because he's doing something wrong, but because he
has to be approved as a volunteer first before he sees
the Step 1: Download link?
I think when I signed up as a volunteer last summer or
so I was approved immediately but I think I remember
reading someone else who signed up that it took a week
or two before the volunteer application was approved?
Could this be the problem Jim is having where he logs
in but can't see a Step 1 or Step 2 link?
