Page breaks are required. If they are not there, they should be put in (can be very time consuming), or reject the book with the reason, "no page breaks." However, before rejecting, check the various reasons given by others why the page breaks seem not to be there, but are. Another problem for some programs is if the OCR program used put in section breaks instead of page breaks. I believe in both MS Word and K1000 you can replace section breaks with page breaks by putting ^b in the find box and ^p^m^p in the replace box. Then do replace all. If nothing is replaced there are no section breaks, if there are as many replaces as pages, then you've now got page breaks.
