I suggest that we as validators do our best to work with submitters so they can learn to create better submits. I suggest that we firmly reject books from those folks who refuse to learn, will not contact anybody, have no contact info and continue to submit books which take inordinate amounts of time for validators to make into excellent copies.


I think we ought not to allow books of less than excellent quality into the collection but that is a personal bias. My bias here is I think a few poor quality books can give a user of the collection the sense that many of the books in the general collection are of poor quality. With the kinds of great software and hardware available nowadays for scanning and validating there ought to be better books in the collection than we formerly let in.
