Cindy is correct.  Claire approves books in a FIFO (first in, first out) 
manner, not LIFO (last in, first out), unless there's a specific request to 
approve a book faster.

A long time ago we asked that the books be approved in
the order in which they were uploaded, but I don't
know if that change was ever made. However, if a
request is made to Claire to please expedite the
approval of a book because of the season or because
it's needed for a class or for any good reason, she'll
do it.
