A book can still be rated fair, it just isn't the default anymore.
It used to be when you submitted a book, if you didn't change the quality
rating, it was automatically rated fair.
That's not true anymore. You must choose a rating or you cannot submit your
book.
The ratings of excellent, good and fair are still the same, you just have to
choose one.
