Hi, Kaitlyn, and yes. If the submitter doesn't change the rating when submitting the book, and the validator doesn't, either, then books could be marked fair when they may not be. The one thing I could think of that would remedy this problem is to not have any of the buttons checked by default and make that one of the required things the submitter must do before uploading the book, to let the submitter choose the rating for the book. Then, of course, the validator could verify that, but then, there's a flip side to everything, I guess. Someone could mark books excellent when they really aren't.
