Wonder what wildlife they are planting the kale for?

This evening we observed our first Short-eared Owl for the 2015-16 winter
season. Location was the Sinclair WMA, S-2 high spot, west of the Paradise
TVA plant. Time 1640 hrs., cst. We heard the owl 5 minutes earlier
answering our Audubon App, then it popped up around 300 ft. away giving us
a good binoculars look in the setting sunlight. Also, 4 or more Harriers,
male and female. But, only one Short-eared Owl. Interestingly, KY Fish and
Wildlife has a 4 acre field across the road strip-contour planted in kale.
Hope the kale is good vole habitat.
