I feel certain it's a breeding plumaged Black Tern.  Somewhat perversely, the 
Black Tern has white wing linings and the White-winged Tern has black wing 
linings.  Black Terns are strangely regular in mid-June as well.

Got a call today from Rachel in Morehead about a white-winged tern at the Minor 
Clark Fish Hatchery.  Rachel spotted the bird yesterday, Monday, June 12 and 
was able to take a few photos.  The bird was actively feeding in the ponds.  
The bird?s body was black, wings were sooty white, and the legs were red.  I 
have the photos if anyone would like to see them.  Unfortunately I was unable 
to get out there today.
