[birdky] More on nature license plates

I looked into the nature license plate issues a bit more.  Here's what I
found out.

*** For those of us who HATE thinking that plates are only used for five
years, there is a bill in the legislature establishing a 10-year rotation
for plates rather than a 5-year one. This should save some materials :o)
Everyone is encouraged to contact state legislators and express support for
this common sense and conservation-minded bill.  This bill is HB 215 and
info about it can be found via the web at:

*** 3M company manufactures the sheeting for the license plates.  Prison
labor still cuts and stamps the the plates.

*** Decisions about the plate designs are entirely up to the Ky. Heritage
Land Conservation Fund Board's "Marketing and Awareness Comittee."  Members
of this committee are responsible for doing what they can to see that sales
of the plates are maximized.  As much as most of us like the Kentucky
Warbler plate, it has been FAR outsold by the other two (cardinal and
bobcat).  For this reason, the committee felt compelled to try a new design
that might sell better.  The Viceroy plate was essentially chosen by the
public over a number of other options.  All 3 nature plates (bobcat,
cardinal, viceroy butterfly) are now in place for the next five years.  At
the end of the five years, the KHLCF committee will reassess the status of
the 3 plates, perhaps reverting to the Warbler, keeping any or all of the 3
current plates, or going to a new design.
