The Eastern Phoebes I have seen around here in winter are nearly always
hanging out at the edge of a pond, presumably catching water bugs. They will
even sit by a small hole cut in the ice for livestock. Lately of course,
nearly all open water has been frozen. The Audubon Society Field Guide to
North American Birds says that in the absence of insects Phoebe's winter
food is berries. I hope your phoebes have read that field guide and know
what to fall back on.
