I don't think so. But it's necessary for http and https support.

Perhaps andreasf or Ingo know more about their current status?

When I last ran the test suite there were some failures that Ingo has worked on fixing I believe. I haven't had the time to re-check since then. It just worked for my needs.

Ingo will know more - he did some changes to APR and APR-util and created Optional Packages for them but not for neon. So likely there will have been some reason not to.
