[beports] SDL LibPak

The SDL LibPak which mirrors the list posted on Zeta-Games has now
been mostly ported to Haiku now. The 2 exceptions at sdl-mixer and
sdl-sound. SDL-sound is having issues correctly detecting libogg,
it's looking for libogg.la in /usr/local/lib during make. I contacted
the author and he seems to think it might have something to do with
the way they detected ogg in configure.in. I'll mess around with it
more this week. I got it to build correctly once, but wasn't keeping
track of how exaclty I did that. Trying to get modplug, mikmod,
speex, smpeg, and others all to detect and libtool to still allow
building of the shared and static libraries is enough to drive someone
crazy.
SDL-mixer, I've gotten to build except for smpeg, which seems to not
like the header placement. I've tried symlinking them and gotten
mixed results with that. I modified one header file to include
SDL/header.h in place of header.h and that worked, but I'm trying to
make a cleaner build than that. Is there a way to have more than one
directory for CPPFLAGS and/or LDFLAGS?
I think I'll get both of these going in the next week or so.
Many of the remaining LibPak items are held up by allegro, which needs
a working cmake.
