[beports] Dolt

I just stumbled across this today, it's a drop in replacement for libtool
that speeds things up a bit.  It appears to be a single m4 file, and has
only one case $host in check where we might be simple to make this work for
Haiku.  Maybe someone on this list would know what settings the Haiku case
would need?
