When I said text is best, please bare in mind that was in my signature file
and the phrase text is often best does not quite have the same ring to it.
Also I was talking about for interfacing with a computer and I don't think
tactile maps are in common usage on computers yet.

The point I was making is that text (where applicable) is best for blind
users. Of course a computer will always have graphics for sighted people
but it will always be easier for blind people to read text rather than
graphics. I don't think maps would be suitable to turn into text
although a
flow chart certainly could.

I certainly disagree with the notion that text is best. There are many
times when blind people benefit greatly from graphics, whether it be
understanding a flow chart, a tactile map or countless other things.
Text is often very good, but diagrams can be even more helpful. I
think it very important that people have the skills to read them.
