It puts double quotes around the words and the commencement date. Not used
often, but that's what it does.

I wonder if someone could just explain the following coding to me.
“the commencement date”
I am somewhat confused as I haven't seen any reference to this in any of the
tutorials I have been working from, and don't understand exactly what, how or
why, this would be used.
