  The &ldquo and &rdquo are two of a set of special characters, known as 
entities, defined in HTML to make life easier than having to remember a 
hexadecimal code which would otherwise have to be used.

  In the case of the two entities which are in the line you have given us, they 
represent a left double quote and a right double quote.

  The ampersand at the start of each indicates that the following name is an 
entity and will need to be interpreted by the browser as such.

  There are many entities which represent special characters and are used 
because there actual character can not be typed in straight text since they 
would be considered part of the HTML mark-up rather than text to be displayed 
or because there is no equivalent on a standard keyboard.

  I wonder if someone could just explain the following coding to me.

  &ldquo;the commencement date&rdquo;

  I am somewhat confused as I haven't seen any reference to this in any of the 
tutorials I have been working from, and don't understand exactly what, how or 
why, this would be used.
