Personally I wouldn't blame ADOBE for the shortcomings of authors. They have
been making major efforts to make PDF documents accessible. PDF seems to be
a bit like the Web in many ways the guidelines are there, the tools are
there but many authors don't worry about accessibility so we have to
struggle to cope.
The tagging of PDF allows our screen readers to know how to read the
document taking in account all the funny ways people may want to display
their text. PDFs have an important role in wider society so it is important
that authors get things right because PDF documents are going to be there
for a long time.
