May be another option is RTF, which also has the ability to show graphics,
while keeping the text. It would be easily read by Wordpad or Jarte, which
should be readable by everyone. The only question I'd ask is whether someone
with MacOS or Linux could still read it OK.

Having read your message, and thought through the points you had raised, I
suddenly remembered that the newsletter is created in publisher and their
are pictures within the document as well as text itself. Taking this into
account, I'd guess that another option the church could look at is
offering a text only version of the newsletter as a download, do you think
that would be better considering the issues I've raised above?
