[bcab] Windows installer dialogue question

Hello expert listers,

Help.  When ever I start an Internet Explorer 7 session, a 'Windows
installer' dialogue which contains only a message
stating, 'preparing to install...', a zero percent progress graphic, and a
cancel button, appears.  This dialogue doesn't
change, and doesn't make any reference as to what its trying to install.
After some four or five minutes it disappears
and the IE7 application opens.

Checking on 'add/remove software', the system states that if I remove
windows installer a shed load of applications
won't work.  So I've left it on.  My start menu has a Windows installer
icon, but clicking it just gives me the dialogue that
eventually vanishes with no discernible effect.

I've checked that IE is Not set to update at open, and that the OS only
goes for critical updates.  MY running virus SW is
Norton with firewall, and I have 'NoAddWear' running with Active X shields,
and the favourites locked.  My OS is XP SP2
Media addition, running Jaws7.0.

Can anyone please let me know if this is actually doing something useful?
If not can I remove it without adversely
effecting anything?
